Report of the International Commission of Inquiry on Libya

The most recent report from the International Commission of Inquiry on Libya confirmed that anti- and pro- Gaddafi had committed war crimes and crimes against humanity with impunity, specifically extra-judicial executions, torture, enforced disappearance and indiscriminate attacks and pillage. The Commission states that violations committed by anti-government forces were not being investigated by authorities, and that specific groups had been targets of human rights violations. The Commission recommended that the “imperative” of the Libyan authorities should be to establish justice mechanisms, such as an independent judiciary and continue to make human rights concerns the most integral part of the rebuilding process.
