William Montgomery ("There's plenty of blame for us all," Views, July 11), asks "Have we ever heard one word of apology or acknowledgment of failure or responsibility from anyone in leadership positions of Unprofor, the United Nations or the major governments that they got it wrong?"

The answer is yes In 1998 the UN General Assembly asked the secretary general for a report on the fall of Srebrenica. In that report, issued on Nov. 15, 1999, Kofi Annan wrote: "It is with deepest regret and remorse that we have reviewed our own actions and decisions in the face of the assault on Srebrenica. Through error, misjudgment and an inability to recognize the scope of the evil confronting us, we failed to do our part to help save the people of Srebrenica from the Serb campaign of mass murder...The tragedy of Srebrenica will haunt our history for ever."
