The Responsibility to Protect at Ten: Perspectives and Opportunities
On September 9th, 2015 the International Coalition for the Responsibility to Protect, in association with the Friedrich-Ebert-Stiftung and the Stanley Foundation, hosted a panel event, looking back on ten years of the Responsibility to Protect.
On the panel of experts was: Alex Bellamy, Executive Director of the Asia-Pacific Centre for the Responsibility to Protect; Alexandra Hiniker, United Nations Representative at PAX; Erin Mooney, Senior Protection Adviser, United Nations; and Jennifer Welsh, United Nations Special Adviser for the Responsibility to Protect. The panel discussion was moderated by Peggy Hicks, Global Advocacy Director at Human Rights Watch.
The panel considered occasions when the international community has responded proactively to the risk of atrocities in the past decade, as well as failures to live up to the commitment of the Responsibility to Protect since 2005. There was also analysis of new challenges for the protection of populations, including the rise of violent extremism and use of chemical weapons in conflict.
