ICRtoP & Permanent Peace Movement publish final English & Arabic reports from first Middle East and North Africa civil society roundtable on the Responsibility to Protect

The International Coalition for the Responsibility to Protect (ICRtoP) and Coalition member, the Permanent Peace Movement (PPM), are excited to share the final report from the Coalition’s first ever Middle East and North Africa (MENA) civil society roundtable on the Responsibility to Protect, available in Arabic and English, Held from 17-18 December 2012, this two-day event served to increase awareness and understanding of the Responsibility to Protect (RtoP, R2P), highlight the relevance of the norm to conflicts in the region and provide an opportunity to learn from civil society on how RtoP relates to the existing work of their organizations. NGO delegates participated from throughout the region and came from a range of backgrounds, with individuals representing organizations working on women’s rights, international justice, inter-communal peacebuilding, and human rights research and documentation. Additionally, there was representation by the League of Arab States, the Lebanese Parliament, the United Nations Office on Genocide Prevention and RtoP, the World Federation of United Nations Associations, and the Global Partnership for the Prevention of Armed Conflict.
In this report you will find: an overview of the two-day workshop and recurring themes; reflections from presentations on the relationship between RtoP and related agendas, the role of national and regional actors, and the legal background of crimes within the RtoP framework; analysis on the norm’s regional relevance with particular discussion on the cases of Egypt, Bahrain, Yemen, the Occupied Palestinian Territories, Libya and Syria; and findings from civil society strategy sessions on how to advance RtoP in the MENA region.
In an effort to increase access to information and materials on the Responsibility to Protect, the ICRtoP worked with PPM to translate many of the Coalition’s educational tools into Arabic for participants and the broader public. You can access these materials below as well as on our website. The Coalition would like to thank PPM for their assistance in making information on RtoP more widely accessible. We will continue to expand literature on the norm through further efforts to translate our documents as well as feature the work of civil society throughout the world.
