ICRtoP Participation at Notre Dame Conference--Responsibility to Protect (RtoP): Challenges for Implementation

ICRtoP Outreach Officer, Marion Arnaud, participated in a symposium at Notre Dame University, which aimed to discuss various perspectives on the development of RtoP during the last decade, in addition to the role of both the UN and the international civil society in furthering the implementation of the norm. The symposium was co-sponsored by the Center for Civil and Human Rights, the Global Centre for the Responsibility to Protect and the International Coalition for the Responsibility to Protect.
 
The symposium began with an opening by Professor Douglass Cassel, Director of the Center for Civil and Human Rights. It was followed by the first session, which focused primarily on the development and origins of the norm including presentations by Gilberto Rodrigues and Professor Mary Ellen O’Connell.
 
The second session discussd the practical implementation of RtoP, including the role of international organizations and regional bodies. Diego Dewar, Research Associate for the Global Centre for the Responsibility to Protect spoke specifically about the UN architecture, highlighting the wide range of agencies and departments that can enact different components of RtoP. Marion Arnaud presented the role of civil society in promoting RtoP and organizing activities around the world.
