Release of the Secretary-General’s 2013 Report on “Responsibility to Protect: State Responsibility and Prevention”

United Nations Secretary-General Ban Ki-moon published his fifth report since 2009 on the Responsibility to Protect (RtoP, R2P) entitled "Responsibility to Protect: State Responsibility and Prevention”. The report was released in advance of the UN General Assembly informal interactive dialogue on the same subject, to take place 11 September 2013. In the report, the Secretary-General delves into the obligation of States to protect their populations from genocide, war crimes, crimes against humanity, and ethnic cleansing by building national capacities that create societies resilient to atrocity crimes. The Secretary-General iterates six risk factors that have been manifest in situations where atrocities have been committed and spells out a range of preventive measures available to governments.
